Alternatively the representative on the Joint Intelligence Staff of the Ministry most concerned could take the chair for each particular report. Or each member of the Staff could take the chair in rotation for a definite period. In both these last alternatives, guidance could if necessary be sought from the Chairman of the Committee. The general view was expressed that a Chairman for the Joint Intelligence Staff should be appointed for each report on the issue of the terms of reference, either from the Committee, the Deputy Directors or the Joint Intelligence Staff representative of the Ministry most concerned.
