3. PHOTOGRAPHIC RECONNAISSANCE REQUIREMENTS. TOP SECRET. THE COMMITTEE considered a Second Revised Draft Report+ on photographic reconnaissance requirements. MR. HAYTER said that a similar recommendation to that made in this report had previously been unacceptable to the Foreign Secretary. Since the date of that previous report, the international situation had changed. Even so, he was not sanguine that political approval would result from this recommendation. Although this should not prevent the report being submitted.
