for obtaining intelligence, although the restrictions might hamper these operations. The main object was to make the Russians hesitate before they imposed any further restrictions in Moscow. Any restrictions imposed in London should be confined to Soviet Staff and not to those of the satellite countries, so long as our representatives in these countries continued to enjoy the facilities they were now granted. The question should be reconsidered if any of these facilities were withdrawn. THE COMMITTEE :Invited the Chairman to convey their views as expressed in discussion to the Foreign Office.
