"X" 3. SOVIET INTENTIONS AND CAPABILITIES 1949 AND 1956/7. (J.I.C.(U.K.)(48) 100 (0) Draft). THE COMMITTEE had before them a telegram+ from the Joint Intelligence Committee, Washington, notifying two amendments to the draft report entitled as above, concerning the retention of Allied occupation forces in ex-enemy territories, and estimated timings for the Russian build-up. MR. HAYTER, referring to the first amendment, said that he doubted whether it would be reasonable to assume that Allied occupation forces will remain in Austria.
