"X" MR. CAREY FOSTER said that the question of passing the secret documents to the French might be handled through the special channels set up under the Brussels Treaty, but once they were so marked they became the property of the Five Powers and recipients were automatically strictly limited. It would be possible to screen the recipients of those documents graded higher than "Confidential" through the French security representatives on the Joint Security Committee. This method, however, should preferably be avoided since it would cause a precedent for other similar forms of requests.
