3. THE EFFECT OF RUSSIAN PERSONALITIES ON THE LIKELIHOOD OF WAR. (Previous reference: J.I.C.(48) 71st Meeting (0) Minute 4). MR. HAYTER referred to their previous meeting on this subject when the Foreign Office had been invited to consider the effect of Russian personalities on the likelihood of war. This matter had now been considered in the Foreign Office and their views were as follows :There were two possible "jealousies" in this affair. Zhdanov, or both Zhdanov and Molotov, might well be jealous of Tito who had more prestige outside Russia than any member of the Soviet Politburo, or even possibly than Stalin himself.
