substantiate at first surrender that a defector was indeed genuine, but he considered that valuable information could be obtained after first surrender and before a defector decided to change his mind. He suggested that, in cases of doubt, authorities receiving cases of defection should refer to London for a decision on this point. MR WHITE said that if it was agreed that an affidavit was desirable, it should be obtained on first surrender when advantage could be taken of the defectors initial frame of mind.
