DOCTOR HORTON said that the Joint Scientific Intelligence Committee were confident that the Russians would risk the safety of the civilian populations of satellite countries rather than risk details of their B.W. or C.W. offensive plans leaking out. He agreed, however, to a suggested rewarding of the paragraph in question. He pointed out that the offensive value to the user in war of B.W. or C.W. depended on the preparations being kept secret. The Russians were no doubt well aware that the use of these weapons, without warning, would increase the problems of protection and he thought, therefore, that they would be prepared to risk the safety of civilian populations in satellite countries, if necessary, and to take particular care that no significant information regarding their protective measures was disclosed.
