In further discussion it was also agreed that any compromise designed to restrict the application of the modified procedure to Top Secret documents only would be undesirable, and that it should be made applicable to all classifications. It would be necessary to confirm with departments concerned whether paragraph 2 of the modified proposals was also intended to apply to signals. THE COMMITTEE:(a) Instructed the Secretary to circulate the modified American system for marking classified documents at Annex to the report by the Security Sub-Committee, amended in the light of discussion, to all concerned.
