SECRET 2. (ii) that it should be impressed on the Americans that, owing to depleted staffs, some time must elapse before decisions were available and that to assist in reaching decisions it would be desirable, when making requests for declassification, to state the reasons for the proposed downgrading and of any to the document which they felt were necessary before downgrading. (iii) That the Americans should be asked to forward final copies of the documents, as altered for declassification purposes, to ensure uniformity of publication on both sides of the Atlantic.
