2. POLICY REGARDING THE ENCOURAGEMENT OF DEFECTORS THE COMMITTEE considered the policy which should be adopted regarding the encouragement of defectors. In the course of discussion it was agreed that, unless a particular individual offered outstanding opportunities for the provision of intelligence information, it was undesirable to encourage defectors because :(i) many potential defectors had little of intelligence value to contribute (ii) of the difficulties of subsequent disposal (iii) of the potential danger to security if they did not continue to prove amenable after dejection (iv) it was usually preferable to make use of them as leads for securing further intelligence.
