1. BRITISH SERVICE ATTACHES IN MOSCOW. (Previous Reference: J.I.C. (48) 28th Meeting (O) Minute 5) MR. HARRISON said that H.M. Ambassador in Moscow was anxious to effect a reduction in Service representation in the Embassy. There were a number of administrative and accommodation difficulties which had to be resolved, and he was very doubtful whether the value of Service Attaches warranted the financial expenditure which they incurred. In view of the Russian policy for discouraging any general form of contact between Russian citizens and the British Staff, it was difficult for Service Attaches to find means of acquiring information other than by visual observation, and by reading the Press which could equally well be done in London.
