BRIGADIER LATHAM confirmed that the present rules were working well and that the downgrading of documents would throw a very heavy burden on holding departments. The request apparently arose from pressure in the American press for the release of the documents. He pointed out that practically all the captured German Army documents were held in Washington, but that the Naval and Air documents were in London. If the Army documents were released as suggested, requests would no doubt follow in respect of the Naval and Air Documents, and the burden of these would necessarily fall on the Admiralty and the Air Ministry.
