If the recommendations to set up an establishment for a special short range network were accepted it would entail a readjustment of existing plans for procuring intelligence and might involve an alteration of the agreed priorities. In any case, it might not be possible to fulfil the recommendations envisaged in the letter with the existing staffs and facilities that were available. If, however, he was given an indiciation of the essential localities which it was necessary to cover in this connection, it might be possible to set up some form of special organisation to meet the requirements of JIC, Germany.
