It would then be for the Joint War Production Staff to consider the commercial issue in the light of the security implications. BRIGADIER ALLEN suggested that the Joint Services Mission, Washington, should be asked to ascertain whether any American refusal to provide the Russians with "know how" was on security or commercial grounds.
