the Soviet Union with technical information which they might use for offensive or defensive measures in BW; they should also be informed that the Joint Services Mission, Washington, had been requested* for information as to whether the Russians were likely to obtain the "know how" of production by up-to-date deep culture process from the Americans. It would then be for the Joint War Production Staff to consider the commercial issue in the light of the security implications. BRIGADIER ALLEN suggested that the Joint Services Mission, Washington, should be asked to ascertain whether any American refusal to provide the Russians with "know how" was on security or commercial grounds.
