(ii) A Minute+ by the Secretary covering a letter from the Chairman of the Interdepartmental Committee on Censorship which stated that it was important to avoid any pronouncement that would suggest that censorship might be imposed except in times of war or national emergency. MR. HAYTER said that he agreed with the view expressed by the Chairman of the Interdepartmental Committee on Censorship, even though such action might entail adopting a different attitude to that of the Americans. There was general agreement with this view.
