BRIGADIER BOUCHER said that, if the whole of the areas recommended by the Joint Planning Staff as the primary responsibility of the Regional Headquarters were also to comprise the areas of primary responsibility of the respective Joint Intelligence Committees, the ### of collation to be carried out overseas would be greatly increased; this would involve a large reorganisation of intelligence staffs and, almost certainly, an overall increase in personnel. He considered that the present arrangements were satisfactory and he could see no reason why collated intelligence on certain countries in the area of primary operational responsibility should not be supplied to the Regional Headquarters from London in collated form.
