"X" In further discussion regarding the need to improve the physical security and mutual confidence, it was agreed that it would be necessary to arrange conversations between security exparts of the countries concerned to discuss fully the security measures in force, their difficulties and the means of improving them. If possible these talks should take place before any staff talks which might arise out of the present Brussels conference. To this end, it was agreed to submit a draft letter, for the approval of the Chiefs of Staff, from individual Chiefs of Staff to the Service Chiefs in France and the Benelux countries, expressing our anxiety concerning the security aspects of possible staff talks in the future and suggesting a preliminary conference of security experts to discuss the existing situation and methods of improving it.
