VICE ADMIRAL PARRY said that the intelligence value of the Naval Attaches in Moscow was neglible and he would have preferred to have asked the Russians to reduce their Service staffs in London to parity with ours in Moscow. However, in view of the value which the Air Ministry reported that they were getting from their Attaches, he would agree to the recommendations in the draft report. The report, however, should make it clear that it was the air intelligence we did not wish to run the risk of losing.
