It was agreed that the covering note should draw attention to this deletion, stating that since the estimates were subject to alteration as a result of more recent evidence, they had been omitted lest they might be misleading, THE COMMITTEE:Instructed the Secretary to prepare a revised draft memorandum to the Chiefs of staff, covering a draft covering note on the lines of 'X' and 'Y' above, together with a draft revised paragraph 61 of the Annexo and to circulate them for their approval.
