SIR HENRY WILSON SMITH said that, after due consideration, he believed that the balance of advantage lay with the proposal for the Foreign Office to provide the Chairman, but the matter was one for the Sub—Committee to resolve and the Minister of Defence would no doubt be guided by their experience and recommendations. He agreed that the Sub-Committee should have collective responsibilities, but nevertheless there was also a need to charge the Chairman with certain duties. For instance, the responsibility for making decisions was a collective one, but the Chairman should inspire initiative and drive in the conduct of the general work of the Sub-Comittee.
