3. EXCHANGE OF INFORMATION WITH THE FRENCH. THE SUB-COMMITTEE had before them a minuteØ by the Secretary covering a copy of a minute from the Secretary of the Joint Intelligence Committee, Germany, reporting that the Services were operating under a directive which forbade the passing of information graded Secret or above to the French, and asking for a ruling on this question in order to ensure that all intelligence organisations in Germany followed the same procedure. COLONEL QUILL drew attention to the fact that the directive≠ by the Chiefs of Staff regarding the categorisation of nations for disclosures referred only to technical information.
