THE SUB-COMMITTEE :Invited Mr.Hayter to convey their views, as expressed in discussion, to the Foreign Office. (SECRET) 3. TREATMENT OF THE BRITISH MILITARY ATTACHE IN MOSCOW. MR.HAYTER circulated two telegrams from H.M. Ambassador in Moscow concerning the recent incident when the Military Attache in Moscow was arrested and searched while out walking. He also circulated a draft note prepared by the Northern Department of the Foreign Office. H.M.Ambassador in Moscow had suggested that in the absence of some expression of regret it might be advisable to withdraw the Military Attache and his Staff from Moscow, at the same time requiring the Russians to take similar action regarding their Military Attache in London.
