3. ASSISTANCE TO J.I.C.'S ABROAD. THE SUB-COMMITTEE had before them a Minuteø by the Director of Naval Intelligence suggesting certain measures which he considered should be taken for the direction and guidance of J.I.C.'s abroad. REAR ADMIRAL PARRY said that his Minute had been prompted by the lack of reports from J.I.C.'s abroad on current matters of major importance with which they were closely concerned. This deficiency was probably due, in part, to the absence, hitherto, of adequate Joint Intelligence Staffs and the scarcity of suitable personnel.
