2. GRADING OF MINUTES OF J.I.C. MEETINGS. THE SUB-COMMITTEE had before them a minute* by the Secretary covering a letter from the Admiralty suggesting that Minutes of J.I.C. meetings should be separated according to the security grading of each respective item in order to facilitate subsequent handling and filing in Departments. The minute by the secretary set out certain objections to the proposal and suggested that the grading of Top Secret should continue to be applied to the Minutes in their entirety, but that each item should be considered as bearing the same classification as that accorded to the subject on which the discussion had taken place.
