MR. HAYTER said that the members of the sub-committee were unanimous that, no matter what sub-divisions were made of the existing Sub-Committee for the purpose of handling its business, the present composition should be retained, and that it was most undesirable to exclude any of the Departments which were at present represented. The advantages of maintaining the present membership were mutual since, not only would it be difficult otherwise for the Joint Intelligence Bureau, M.I.5 and M.I.6 to remain sufficiently well informed for their own purposes, but, the contribution to efficiency which they were able to give to current discussions was of inestimable value.
