THE SUB-COMMITTEE instructed the Secretary:(a) To seek the advice of the Representative of the Commonwealth Relations Office to the Ministry of Defence regarding the adoption of a special system for making available Chiefs of Staff reports of a Top Secret and Secret nature to the Liaison Staffs of India and Pakistan, should the occasion demand. (b) To seek the advice of the India Department of the Commonwealth Relations Office regarding the alternative suggestion of declining to accord the Liaison Staffs of India and Pakistan any access to Chiefs of Staff reports of a Top Secret and Secret nature, so long as the future status of their Governments remained uncertain.
