MAJOR-GENERAL TEMPLER said that he noted that the second sub-paragraph of paragraph 10, stressing the possible dangers of concentrating a base in the same place as a highly concentrated Asiatic population, had been omitted. These conditions would apply equally to any large Asiatic town. He proposed that this sub-paragraph, or something equivalent, should be included in the report. MR. BOURDILLON said that he considered this sub-paragraph was an overstatement, derogatory to the inhabitants of Singapore, and that it ignored the fortitude displayed by them during the Japanese occupation.
