BRIGADIER ALLEN said that he considered that the present Russian motive which had been described as a search for security could equally well be described as making appropriate preparations for a future war. MR. CRICK suggested that the last two words of paragraph 2 of the Fundamental Assumptions should be amended to read "improvement of her strategic position". There was general agreement to this suggestion. A MAJOR GENERAL SINCLAIR referring to the proposed Appendi* I said that he considered it would be wrong to arrive at the most likely situation in various countries only by the study of the political aspects.
