BRIGADIER HIRSCH said that there were certain places where the War Office would agree to their interest being watched by representatives of the other Services, and economies might be affected in posts such as at Copenhagen where the Army requirements could be covered from Germany. No reduction was considered possible in Washington without serious detriment to intelligence interests.
