The Working Party had recommended that as much information as possible regarding the modernisation of barracks and similar subjects should be given, and he considered that this would probably satisfy Parliament, but he urged the Service Ministries to ensure that no unnecessary restrictions were placed on information of this nature. Referring to paragraph 7 of the Annex, Mr. Powell informed the Sub-Committee that the Finance Department of the War Office considered it impracticable to give details by ranks for the Army, since any figure they could give might convey a false impression.
