For ensuring a satisfactory procedure, BRIGADIER ALLEN suggested that the following measures might be considered:(i) An effective system to enable the administrative and domestic security arrangements in the Ministry of Supply to be properly supervised, kept up to date and periodically brought to notice of all concerned. (ii) A central intelligence organisation to cater for Service interests and contracts. There was a need for machinery to be adapted to ensure close liaison between the Ministry of Supply and the Service Departments and M.I.5 concerning secrecy of projects.
