3. VISIT OF A CANADIAN NAVAL OFFICER CAPTAIN TOWER informed the Sub-Committee that Lieut.-Commander Lucas of the Royal Canadian Navy was visiting this country to study joint intelligence procedure, with a view to taking up an appointment on the Joint Intelligence Staff in Ottawa. It was proposed that he should be attached to the Joint Intelligence Staff for two weeks under Captain Wynne. In discussion, THE SUB-COMMITTEE agreed to this proposal, provided that steps were taken to ensure that Lieut.-Commander Lucas should not see material of a highly secret nature.
