MAJOR-GENERAL SINCLAIR said that, as a general rule calculations by the Administrative Planning Staff regarding the enemy were, of necessity, based on British estimates. When referring to the calculations for Russian forces, the onus of assessing how far data, based on British estimates, could be applied to Russian forces should lie with the Joint Intelligence Staff. In general, it was thought that the draft suggested procedure set out, in principle, a desirable system for handling J.I.C. appreciations of enemy plans.
