AIR COMMODORE HAWTREY said that he foresaw no danger to security if copies of the report were given personally to Air-Officers-Commanding-in-Chief. In discussion it was generally agreed that, as the report gave very complete information regarding deception plans, circulation should be kept to a minimum and limited to those directly concerned with deception.
