ANNEX DRAFT MESSAGE FROM THE CHIEFS OF STAFF AND THE PERMANENT UNDER SECRETARY OF THE FOREIGN OFFICE TO THE HIGH COMMISSIONER AND THE THREE COMMANDERSIN-CHIEF IN GERMANY On August 21 we approved plans for the re-organisation of the British Intelligence Organisation (Germany). Among these is the establishment of a new Joint Intelligence committee for Germany, which will be organised and operate in a similar way to the corresponding bodies in London and the Middle East and Far East Commands. In approving these plans we had much in mind the need to anticipate the new political situation which will arise in Germany when the Bonn conventions enter into force.
