It is necessary from time to time in peace to send armed forces from the U.K. or elsewhere to areas where trouble is expected or has occurred. It is often stipulated that, in order to prevent the trouble-makers from guessing or becoming aware that forces are on their way and therefore taking precipitate action, the moves should be kept secret until the forces have actually arrived.
