SECRET Syngman Rhee's Intentions 4. Syngman Rhee's aim is to secure the unification of Korea under his control by any means open to him and if necessary by force. He must realise that he cannot hope to occupy N. Korea without American military assistance and that, if they can help it, the Americans will not provide assistance for any South Korean military initiative. But he may well gamble on the chance that, if he begins fighting on his own, his allies, or at any rate the U.S., may be dragged in along with him.
