TOP SECRET about 88 million tons of originating tonnage for oil in peacetime. This reduction of 25% is rather higher than the reduction in civilian consumption envisaged above. Our estimates of the wagon availability are however very tentative. Our conclusions would be that the wagons available would probably be sufficient to maintain the civilian economy in time of war, though there might be local difficulties and shortages. 7. Soviet Far East. In making these assessments the tonnage allotted to the Far East has been limited to 2 million tone, as it seems likely that the Russians would not wish to commit very large numbers of wagons to this long turn round or to congest the Trans-Siberian Railway unduly.
