TOP SECRET ANNEX Draft Signal to Washington For Elliot from Chiefs of Staff. We are in general agreement with amendments to SG 161/3 proposed in MRM-64-53 but have following comments. Amendment 27: In addition to the alteration proposed, the last sentence of para 23(b)(2) should be written as follows:"Although information is meagre about what supplies and equipment are being received from the USSR, it is probable that during 1953 continued steps will be taken to make good deficiencies in specialised equipment.
