SECRET -3SECRET 6. It is therefore recommended that:(1) SACLANT should be asked to consider whether by breaking down plans and by oral briefing the use of the COSMIC marking could be avoided in the case of further British and other National Commands, and that a reply should be sent to SACLANT as in the draft letter attached at Appendix. (2) Subject to confirmation from SACLANT of their need to handle COSMIC material, the United Kingdom Cosmic Control Officer should be invited to arrange that COSMIC Sub-registries are established by the Colonial Office, the Governor of Bermuda and the Flag Officer (Air) Home Station.
