SECRET GUARD (d) British Honduras is the only colony against which there is any likelihood of external aggression. The only significant threat to the colony is from Guatemala, and even so it is unlikely that Guatemala would attack unless there were serious internal dissensions in the colony, or unless HMG were engaged in a major war end could not spare forces to defend it. Although there is an unofficial Venezuelan claim to British Guiana, we foresee no risk of an attempted invasion. (Sigend) P.H.
