TOP SECRET ANNEX LIKELIHOOD OF GENERAL WAR WITH THE USSR UP TO THE END OF 1955 Introduction Our last reportø on the likelihood of general war with the Soviet Union, which covered the period up to the end of 1955, was written in December 1952. Its conclusions were:(a) The Soviet Government will still wish to avoid starting a general war in the period under review. (b) They will, however, continue to conduct an unremitting struggle against the Western Powers by every means open to them which they calculate can stop short of general war.
