TOP SECRET GUARD 5. Recently in British Guiana, the Peoples Progressive Party captured 18 out of the 24 seats in the new House of Assembly. This party is led by Dr. Jagan, a Communist, and its success is attributed to superior organisation, lack of opposition, capturing the Labour vote and overriding the racial antagonism between Africans and East Indians. The only statement of the Party's programme available so far is moderate in tone. The situation is being carefully watched. 6. In the circumstances described above, there is always a risk of disturbances in the Caribbean colonies which could not be put down without assistance from outside.
