SECRET (g) This makes it all the more important for the Russians to continue their efforts to restore the prestige of the East German Government. (h) Nevertheless the German pressure for reunification and for the recovery of their lost provinces and France's suspicions of the E.D.C. offer the Soviet Government considerable scope for manoeuvre. They will no doubt do all they can to continue their policy of fostering belief in the possibility of the reunification of Germany. (i) If at any time the Soviet Government become convinced that the realisation of E.D.C.
