SECRET GUARD Stage I in which there is an outbreak of anti-British violence in the Canal Zone and in which, if our counter measures were severe, the regular Egyptian forces might take action against us in the Canal Zone. Stage II the implementation of RODEO culminating in the restoration of order in Cairo and Alexandria. Stage III in which, since the present Egyptian government would almost certainly have fallen, we should have either to set up an alternative government or to take over the task of government ourselves.
