TOP SECRET (b) The Ability of the Transport System of the U.S.S.R. to support Soviet Strategy in the event of General War 1953-56 JIC (53) 11. This report results from the instructions of the Chiefs of Staff when they considered JIC(52)66. It has not yet been considered by the Chiefs of Staff, and is now submitted. We consider that these two papers justify our view that the Russians have, in theory, the economic and logistic ability to maintain and operate the forces with which we have credited them.
