Planning Assumptions for the Later Stages of a General War

TOP SECRET GUARD ANNEX A THE STRATEGIC CONCEPT 1. We assume that both sides will use atomic and chemical, but not biological weapons. 2. This report covers the period up to the end of 1954. Soviet Strategy 3. We have appreciated elsewhereø the likely Soviet strategy in the event of war. Briefly the basis of that strategy would be:(a) to neutralise the most threatening Allied bomber bases and to provide maximum defence in depth against Allied bombers; (b) to prevent as far as possible the build-up of United States forces in areas from which they could threaten the Soviet Union; (c) to gain egress from the Baltic and Black Seas and build up advanced bases from which to attack Allied sea communications and ports; (d) to eliminate the U.K.
