It is considered that an incentive award scheme should be instituted and the details should be worked out between the Service Departments and the Treasury. Such a scheme should apply to both officers and other ranks and awards should be made to the applicants reaching the required linguistic standard and should not in any way be dependent on a posting to N.A.T.O.
