SECRET GUARD 4. On the other hand entry into government buildings, other than the Service Departments, is not so strictly controlled and once inside there appears to be little supervision. The Ministry of Foreign Affairs is an example of a department in this category. Security measures, such as strong rooms, combinations safes and steel cabinets are not much in evidence probably because many Government buildings are as yet only temporary structures and tend to be over-crowded. Moreover the Government and country generally are passing through a period of intense and very rapid development during which the need for economy must of necessity rank very high.
